It is just the part of the cost that shows up first. By the time installation, control integration, and rework are included, the "saving" often disappears.
I manage procurement for a 38-person mechanical contractor. We install hydronic heating systems and snowmelt systems. Price is not cost, and the cheapest purchase order is not the cheapest project. Since the actuator replacement, I've kept the TCO spreadsheet on every major bid. It does not always select the highest-priced component. It does always make us explain what we are paying for beyond the unit price.
That delay is the point. When a supplier sends me a low quote now, I don't say yes and I don't say no. I ask what else is in the box.
